The African National Congress (ANC) remains guided by the Freedom Charter that states “the doors of learning and culture shall be opened! The government shall discover, develop and encourage national talent for the enhancement of our cultural life. All the cultural treasures of mankind shall be open to all, by free exchange of books, ideas and contact with other lands.”
We deliver our Budget Vote to you at a time in our history as a country and a nation where we have commemorated 15 years of democracy. We have also participated in our 4th national democratic elections that have ushered in a new administration
It is with great pleasure that I am here today in my home province of the Eastern Cape and in the vibrant town of Grahamstown at the official opening of the National Arts Festival.

On Wednesday, 19 April 2006, South Africa woke up to the sad news of the passing away of Mme Ellen Khuzwayo at the age of 91. Better known as an activist in the struggle against apartheid rule in South Africa, Khuzwayo was a champion of women’s rights in a repressive society. Her untimely death comes at the time when we were beginning to gear ourselves for the celebration of the 50th anniversary of the historic march by over 20 000 women on the Union Buildings.
