The following steps are widely recommended:

  • Mass participation in development of plans and initiatives
  • Mobilization of key stakeholders and institutions
  • Build national support for strategy and objectives
  • Community involvement in planning and implementation
  • Build capacity and skills
  • Transparency and Accountability
  • Fighting nepotism, patronage and corruption
